However, the legislation faces stiff resistance from Democrats and some Republicans who demand more robust safeguards against money laundering and stricter ethics provisions. Senator Cynthia Lummis, a primary architect of the bill, recently characterized the mounting legislative hurdles as a "death by 1,000 cuts."

Time is a luxury lawmakers lack. Upon returning on September 14, the Senate faces a truncated calendar dominated by election-year priorities and essential funding debates. Brian Gardner, a strategist at Stifel, labeled the bill’s chances a "long shot," noting that deep divisions persist over the regulation of stablecoin rewards and the scope of state enforcement powers. Even if the bill clears the Senate, the looming November elections and a potential shift in House leadership threaten to bury the initiative entirely before the year ends.
