In a departure from traditional health checks, the ECB mandated a reverse stress test where lenders designed their own crisis scenarios. Banks were asked to simulate events severe enough to erode their Common Equity Tier 1 capital ratios by 300 basis points. While most institutions maintained liquidity positions above regulatory minimums, the exercise exposed critical inconsistencies in how banks translate external shocks into capital impact.
Foreign currency liquidity remains a specific point of failure. Some institutions appear to underestimate their exposure, projecting minimal variability in exchange metrics that fail to account for funding distress. The ECB signaled it would intervene to force improvements in these testing frameworks, noting that proposed management responses—such as asset sales or dividend cuts—often lack a basis in concrete, implementable evidence.
